This led to the third event—the Edict of Milan in 313. During his reign, Diocletian ordered what is known as the ‘Great Persecution’ against Christians and the Church. When Constantine became a professing Christian, all formal persecution ended. However, something positive needed to be enacted. A summit was held in Milan between Emperor Constantine and Licinius, the Caesar of the East.
